Beyond Decommissioning: The Reuse and Redevelopment of Nuclear Installations presents the most up-to-date research and guidance on the reuse and redevelopment of nuclear plants and sites. Consultant Michele Laraia extensively builds upon experience from the redevelopment of non-nuclear industrial sites, a technical field that has considerably predated nuclear applications, to help the reader gain a very thorough and practical understanding of the redevelopment opportunities for decommissioned nuclear sites. Laraia emphasizes the socioeconomic and financial benefits from very early planning for site reuse, including how to manage the decommissioning transition, anticipate financial issues, and effectively utilize available resources. With an increasing number of decommissioning projects being conducted worldwide, it is critical that knowledge gained by experts with hands-on experience is passed on to the younger generation of nuclear professionals. Besides, this book describes the experiences of non-nuclear organizations that have reutilized the human, financial, and physical site assets, with adaptations, for a new productive mission, making it a key reference for all parties associated with nuclear operation and decommissioning. Those responsible for nuclear operation and decommissioning are encouraged to incorporate site reuse within an integrated, beginning-to-end view of their projects. The book also appeals to nuclear regulators as it highlights more opportunities to complete nuclear decommissioning safely, speedily, and in the best interests of all concerned parties. Includes lessons learned from worldwide case studies of reuse and repurposing of nuclear plants from both the nuclear and non-nuclear industries Provides practical guidance on a broad-spectrum of factors and opportunities for nuclear decommissioning Identifies the roles and responsibilities of parties involved, including nuclear operators, regulators and authorities, land planners and environmentalists

Once a nuclear installation has reached the end of its safe and economical operational lifetime, the need for its decommissioning arises. Different strategies can be employed for nuclear decommissioning, based on the evaluation of particular hazards and their attendant risks, as well as on the analysis of costs of clean-up and waste management. This allows for decommissioning either soon after permanent shutdown, or perhaps a long time later, the latter course allowing for radioactivity levels to drop in any activated or contaminated components. It is crucial for clear processes and best practices to be applied in decommissioning such installations and sites, particular where any significant health and environmental risks exist. This book critically reviews the nuclear decommissioning processes and technologies applicable to nuclear power plants and other civilian nuclear facilities. Part one focuses on the fundamental planning issues in starting a nuclear decommissioning process, from principles and safety regulations, to financing and project management. Part two covers the execution phase of nuclear decommissioning projects, detailing processes and technologies such as dismantling, decontamination, and radioactive waste management, as well as environmental remediation, site clearance and reuse. Finally, part three details international experience in the decommissioning of nuclear applications, including the main nuclear reactor types and nuclear fuel cycle facilities, as well as small nuclear facilities and legacy nuclear waste sites. Critically reviews nuclear decommissioning processes and technologies applicable to nuclear power plants and other civilian nuclear facilities Discusses the fundamental planning issues in starting a nuclear decommissioning process Considers the execution phase of nuclear decommissioning projects, including dismantling, decontamination, and radioactive waste management, as well as environmental remediation, site clearance and reuse

“...the authors provide very sound and realistic advice for the types of projects envisaged, not necessarily only IT projects. For readers in senior positions, the book provides a good read and actionable advice and templates for advancing the cause of the enterprise at its upper levels. After all, as the authors observe, ‘The next decade of digital business will see continued pressure for organizations to react quickly to changing conditions in the economy, market, and competition’.” —R. Max Wideman, Fellow, PMI Every year technology projects face hard decisions about how to mitigate risk and address challenges as teams work on creating useful solutions to deliver promised business value. Those decisions impact scope at every step and help to evolve it until the final product is delivered and implemented. Scope can longer be set in stone! This book will help project teams understand how and when scope changes and evolves as a part of a living-development process by answering the ultimate question: “Are we doing the right things the right way?” Going Beyond the Waterfall explains how to define scope at the outset of a project. It provides a solid model for predicting and managing solution scope across a project life cycle where the decisions and actions of every team member contribute to that evolutionary process. In addition, it identifies the impacts that key tasks and activities will have on scope and how each can be managed effectively to prevent unnecessary scope creep and reduce run-away projects.

Political, ideological, and ethnic conflicts have resulted in countless deaths, the creation of millions of refugees, the destruction of livelihoods, and widespread human suffering, to say nothing of the economic destruction. This book examines institution building and security sector reform in conflict states by analyzing eighteen case studies covering eleven countries and six decades. With regard to institution building, there is an analysis of four democratic levers-elections, the legislature, the executive, and devolution--focusing on how the structure and function of these political institutions contribute to the management and reduction of conflict and to the consolidation of fragile democracies. Concerning security sector reform, there is an analysis of how military, police, and intelligence institutions are reformed in states that are coming out of conflict-states that are moving beyond settlement. Some of the conflicts in this study are ongoing (Palestine), while others have been resolved (Spain, South Africa), while still others are in a peace-building or immediate post-conflict stage (Northern Ireland).

Lean Manufacturing has proved to be one of the most successful and most powerful production business systems over the last decades. Its application enabled many companies to make a big leap towards better utilization of resources and thus provide better service to the customers through faster response, higher quality and lowered costs. Lean is often described as “eyes for flow and eyes for muda” philosophy. It simply means that value is created only when all the resources flow through the system. If the flow is stopped no value but only costs and time are added, which is muda (Jap. waste). Since the philosophy was born at the Toyota many solutions were tailored for the high volume environment. But in turbulent, fast-changing market environment and progressing globalization, customers tend to require more customization, lower volumes and higher variety at much less cost and of better quality. This calls for adaptation of existing lean techniques and exploration of the new waste-free solutions that go far beyond manufacturing. This book brings together the opinions of a number of leading academics and researchers from around the world responding to those emerging needs. They tried to find answer to the question how to move forward from “Spaghetti World” of supply, production, distribution, sales, administration, product development, logistics, accounting, etc. Through individual chapters in this book authors present their views, approaches, concepts and developed tools. The reader will learn the key issues currently being addressed in production management research and practice throughout the world.

Increasingly over the next few decades, the oil and gas industry faces the complex task of decommissioning its offshore platforms, pipelines and sub-sea equipment as they reach the end of their operational capabilities. Decommissioning involves and integrates many distinct aspects: engineering, environmental, economic, legal, political and safety considerations. A practical strategy for removing and disposing these structures needs to be developed which best meets the demands of all of these different aspects. Specialists in these various fields have been brought together for this volume to contribute their assessments of the situation. The result is an important step toward the development of a co-ordinated approach to the subject. It is essential reading for all those who are involved with major decommissioning projects, their possible environmental impact and their implications in politics and law.

The Nuclear Decommissioning Authority's systems for recording, scrutinizing and challenging claimed savings at Sellafield, the UK's largest and most hazardous nuclear site, provide moderate assurance of reported overall savings since 2009-10. The original target for site wide savings was £796 million over the initial period of the 'parent body' agreement between Nuclear Management Partners Limited and Sellafield Limited (from 2009 to 2014) at 2012 prices. Based on latest data, the Authority forecasts there will be site-wide savings over the initial period totalling £652 million, compared to the earlier, October 2012, forecast of £825 million. These forecast savings relate to impacts in the initial period and do not include the impacts of savings initiatives on costs in later years. During 2012-13 the Authority removed legacy ponds and silos from the savings target in order to focus these projects on achieving progress on the ground, rather than cost-savings. The Authority tracks savings by comparing the cost of work carried out with the estimated cost of that work in the contract baseline, adjusted to remove savings not attributable to Sellafield Limited's actions. Site-wide measurement and reporting of savings mitigates the risks of efficiency savings being claimed by reallocating costs between cost categories. This report does warn, however, that the exclusion of legacy ponds and silos from the savings target creates new risks to the accuracy of reported savings against that standard. The Authority understands the risks and to mitigate them intends to continue to monitor site-wide savings

When the Cold War abruptly ended, DOE halted most nuclear materials production. In 1995, Congress chartered DOE's Environmental Management Science Program (EMSP) to bring the nation's scientific infrastructure to bear on EM's most difficult, long-term cleanup challenges. The EMSP provides grants to investigators in industry, national laboratories, and universities to undertake research that may help address these cleanup challenges. On several occasions the EMSP has asked the National Academies for advice on developing its research agenda. This report resulted from a 15-month study by an Academies committee on long-term research needs for deactivation and decommissioning (D&D) at DOE sites.

A great number of nuclear submarines are due to be decommissioned before 2000. The political decisions surrounding the disposal of nuclear compartments, radioactive wastes and spent fuel differ appreciably between the countries that own the boats. The decision makers involved thus need help in comparing and assessing alternative options for the decommissioning of their nuclear submarine fleets. The present volume offers such assistance, with its discussions of the risks associated with long-term water storage of the boats, radioactive and chemical contamination, spent fuel and waste management, and handling and recycling reactor compartments.

Ukraine's energy sector faces unprecedented challenges, from a heavy reliance on expensive fossil-fuel imports to inefficient infrastructure and markets. Yet there is also potential for Ukraine to experience an energy revolution, one that could boost employment, lift economic growth and enhance energy security. Modernisation of Ukraine's energy-supply sectors has only begun and will require investment on a huge scale, complemented by a fundamental reform of the business environment. A strong dependency on oil and gas imports and often-inefficient energy production, transportation and supply sectors means that reducing energy demand must be a greater priority. The potential for energy efficiency gains in the residential, district heating and industrial sectors is large. Endowed with large conventional energy reserves, alongside sizeable renewable potential, Ukraine can build the capacity to significantly increase its resource production. Releasing this potential will require deep regulatory reform and full implementation of international treaty provisions. Effective competition, alongside a progressive move towards market prices, will also help Ukraine attract investment to develop the sector. A draft energy strategy, which sets out a series of supply-side measures, was published in 2012. Broadening and implementing a comprehensive energy strategy, one that takes greater account of demand-side policies, could significantly improve progress in the medium term. This review analyses the large energy-policy challenges facing Ukraine and provides recommendations for further policy improvements.
