Nuclear quadrupole resonance (NQR) a highly promising new technique for bulk explosives detection: relatively inexpensive, more compact than NMR, but with considerable selectivity. Since the NQR frequency is insensitive to long-range variations in composition, mixing explosives with other materials, such as the plasticizers in plastic explosives, makes no difference. The NQR signal strength varies linearly with the amount of explosive, and is independent of its distribution within the volume monitored. NQR spots explosive types in configurations missed by the X-ray imaging method. But if NQR is so good, why it is not used everywhere? Its main limitation is the low signal-to-noise ratio, particularly with the radio-frequency interference that exists in a field environment, NQR polarization being much weaker than that from an external magnetic field. The distinctive signatures are there, but are difficult to extract from the noise. In addition, the high selectivity is partly a disadvantage, as it is hard to build a multichannel system necessary to cover a wide range of target substances. Moreover, substances fully screened by metallic enclosures, etc. are difficult to detect. A workshop was held at St Petersburg in July 2008 in an attempt to solve these problems and make NQR the universal technique for the detection of bombs regardless of type. This book presents the essentials of the papers given there.

This book critically discusses the role of technology for counter-terrorism in general, and for securing our vulnerable open societies in particular. It is set against the backdrop of the terrorist threat posed by the combined forces of Al Qaeda and ISIS/Daesh in the foreseeable future. The book commences by illuminating current and foreseeable tactics and weapons used by these implacable enemies – weapons that may well include chemical, biological, radiological and potentially even nuclear (CBRN) devices. In a second part, it introduces technologies already available or in development that promise an increase in safety and security when it comes to the dangers posed by these terrorists. This part also includes a critical discussion of advantages and disadvantages of such technologies that are, quite often, sold as a ‘silver bullet’ approach in the fight against terrorism. Controversies such as those triggered by the abuse of millimeter wave scanners deployed at several Western European airports will demonstrate that there are costs involved with regard to human rights. The third, analytical part takes the critical discussion further by arguing that the uncritical fielding of new surveillance and control technologies in parallel with the on-going outsourcing and privatization of key services of the state could well lead to dystopias as envisaged in a rather prescient way by the so-called cyperpunk novels of the 1980s. The book concludes with the question that any liberal democracy should ask itself: how far can we go with regard to hardening our societies against terrorist threats?

ABSTRACT: Counter terrorism is the practice and technique that governments and militaries adopt to prevent terror threats. The illegal use of explosives has become a daily event in the modern world. For terrorist organization and insurgents, explosive devices have become a weapon of choice, which are being used to kill or harm civilians, military personnel and equipment/infrastructure. Hence, the detection of explosives is a paramount issue in security. Keeping this in mind, our group has developed an explosives detector. Our explosives detector can detect trace quantities of explosives on the surface of a baggage using the technique called differential reflectometry. This technique measures the optical absorption of energetic materials. These optical characteristics consist of characteristic shoulders between 370 nm and 490 nm; for example at 420 nm for Trinitrotoluene (TNT) and 480 nm for Triaminotrinitrobenzene. From our prototype, the differential reflectogram of these explosives has results at these characteristic shoulders. Our prototype was automated to increase the overall efficiency of the system.
