COVID-19 antibody tests have imperfect accuracy. There has been lack of clarity on the meaning of reported rates of false positives and false negatives. For risk assessment and clinical decision making, the rates of interest are the positive and negative predictive values of a test. Positive predictive value (PPV) is the chance that a person who tests positive has been infected. Negative predictive value (NPV) is the chance that someone who tests negative has not been infected. The medical literature regularly reports different statistics, sensitivity and specificity. Sensitivity is the chance that an infected person receives a positive test result. Specificity is the chance that a non-infected person receives a negative result. Knowledge of sensitivity and specificity permits one to predict the test result given a person's true infection status. These predictions are not directly relevant to risk assessment or clinical decisions, where one knows a test result and wants to predict whether a person has been infected. Given estimates of sensitivity and specificity, PPV and NPV can be derived if one knows the prevalence of the disease, the rate of illness in the population. There is considerable uncertainty about the prevalence of COVID-19. This paper addresses the problem of inference on the PPV and NPV of COVID-19 antibody tests given estimates of sensitivity and specificity and credible bounds on prevalence. I explain the methodological problem, show how to estimate bounds on PPV and NPV, and apply the findings to some tests authorized by the FDA.

To cure a case of COVID-19, we need a comprehensive definition of the COVID-19, and a complementary definition of cure covering all aspects and all cases. Neither exists today. COVID-19 is incurable. COVID-19 Defining Cured defines cure, cures, curing and cured as related to COVID-19, from the simplest asymptomatic SARS-CoV-2 infection, to multiple stages of disease leading to disabilities and additional disease that might be caused by COVID-19. Today, cured is not defined for COVID-19. Statistics for COVID-19 include counts of Cases, Recovered, and Deaths. There are no counts for cured. Because cured is not defined for COVID-19, it is not possible to count COVID-19 cures. It is also not possible to test or validate any COVID-19 cures. This is hardly a surprise. Cured is not defined scientifically nor medically for most diseases. Cured is defined in a testable fashion for an infectious disease that is cured by a medicine. No other type of disease has a definition of cured. Cured is not defined for any disease cured by natural healthiness, therefore "there is no cure for the common cold". Cured is not defined for any mental disorder. Cured cannot be defined for a mental disorder - due to an obscured technical issue. Cured is not defined for any chronic disease - and as a result all chronic diseases are considered incurable. Finally, cured is not defined for any non-infectious disease. Healthicine, the arts and sciences of health and healthiness, contains a theory of cure and provides a clear definition of cured for any (curable) element of illness as published in A Theory of Cure and The Elements of Cure. A severe case of COVID-19 consists of many elements of illness. As a result, a severe case of COVID-19 requires several cures, only one of which can be medically recognized. This book presents an analysis of the theory of cure, as it applies to the disease COVID-19. This is not about about curing COVID-19, it is about understanding cures, and COVID-19, to the point where we understand when a COVID-19 cure is present, or not.

The COVID-19 crisis has led to spiking unemployment rates with disproportionate impacts on low-income families. School and child-care center closures have also meant lost free- and reduced-price school meals. Food prices have increased sharply leading to reduced purchasing power for families' limited income. The Families First Coronavirus Act and the CARES Act included robust responses including expansions to unemployment insurance (expansions in eligibility and $600 per week supplement), a one-time payment of $1,200 per adult and $500 per dependent, an increase in SNAP payments, and the launch of the Pandemic EBT program to replace lost school meals. Despite these efforts, real time data show significant distress - notably food insecurity rates have increased almost three times over the pre-COVID rates and food pantry use has also spiked. In this paper, we explore why there is so much unmet need despite a robust policy response. We provide evidence for three explanations: (1) timing - relief came with a substantial delay (due to overwhelmed UI systems/need to implement new programs); (2) magnitude - payments outside UI are modest; and (3) coverage gaps - access is lower for some groups and other groups are statutorily excluded.
