Based on detailed analysis of thousands of confidential World Bank documents, this book demonstrates that the World Bank lies at the centre of the major changes in global education of our time. It outlines the evolution of World Bank lending policies in education, and assesses the policy impact of the Bank's educational projects, looking at how it has: shaped the economic and social policies of many governments, including policies that affect education been an influential proponent of the rapid expansion of formal education systems around the world, financing much of that expansion been instrumental in forging those policies that see education as a precursor to modernisation served as a major purveyor of Western ideas about how education and the economy are, or should be, related. Following on from the success of the first edition, this revised edition covers topical issues of globalisation and looks into the political debate concerning aid to developing countries. It will be of enormous value to those studying, or working in, educational policy in developing countries, international organisations and financial institutions, and aid agencies.

In the lending industry, investors provide loans to borrowers in exchange for the promise of repayment with interest. If the borrower repays the loan, then the lender would make profit from the interest. However, if the borrower fails to repay the loan, then the lender loses money. Therefore, lenders face the problem of predicting the risk of a borrower being unable to repay a loan. In this study, the data from Lending club is used to train several Machine Learning models to determine if the borrower has the ability to repay its loan. In addition, we would analyze the performance of the models.

How well has the World Bank generated, accessed, and used learning and knowledge in its lending operations, and what is the scope for improving how it does so?As the world's leading development finance agency, the World Bank has, in principle, an unrivaled opportunity to promote learning and knowledge sharing about development effectiveness. Bank lending has fallen in relation to developing country gross domestic product. To remain relevant, the Bank must improve the quality of its services; learning and knowledge offer an important competitive edge. The challenge is to become better at learning from lending, responding more quickly to lessons from experience, and being more alert to the creation and use of cutting-edge knowledge. This first of two Independent Evaluation Group (IEG) evaluations on this topic, pulls back the curtain to reveal the perspective from within the World Bank, with findings drawn from a wide range of sources: the academic and management literature on organizational learning; Bank strategies and studies; Bank employee surveys; an IEG survey of Bank staff; interviews and focus groups, including consultations with other development agencies; IEG reviews of project documents as well as project evaluations and studies; and aggregate data on the learning section of the annual Overall Performance Evaluation of Bank staff. It shows that although, in general terms, the staff perceive the Bank to be committed to learning and knowledge sharing--as attested by surveys--with respect to the particular case of learning in lending, the culture and systems of the Bank, the incentives it offers employees, and the signals from managers are not as effective as they could be. The Bank's organizational structure has been revamped several times, notably in 1987 and 1996, when the shift to the matrix organization took place. These changes have not led to a significant change in learning in lending because they touched neither the culture nor the incentives. It remains to be seen if the latest structural change--the introduction of Global Practices--will avoid past pitfalls and be more effective in creating the right culture and incentives for learning and knowledge sharing.

Recent advances in digital technology and big data have allowed FinTech (financial technology) lending to emerge as a potentially promising solution to reduce the cost of credit and increase financial inclusion. However, machine learning (ML) methods that lie at the heart of FinTech credit have remained largely a black box for the nontechnical audience. This paper contributes to the literature by discussing potential strengths and weaknesses of ML-based credit assessment through (1) presenting core ideas and the most common techniques in ML for the nontechnical audience; and (2) discussing the fundamental challenges in credit risk analysis. FinTech credit has the potential to enhance financial inclusion and outperform traditional credit scoring by (1) leveraging nontraditional data sources to improve the assessment of the borrower’s track record; (2) appraising collateral value; (3) forecasting income prospects; and (4) predicting changes in general conditions. However, because of the central role of data in ML-based analysis, data relevance should be ensured, especially in situations when a deep structural change occurs, when borrowers could counterfeit certain indicators, and when agency problems arising from information asymmetry could not be resolved. To avoid digital financial exclusion and redlining, variables that trigger discrimination should not be used to assess credit rating.

“Education is not an art of putting sight into the eye that can already see, but one of turning the eye towards the proper gaze of Being. That’s what must be managed!” Plato insists. This claim is the take-off point for Eduardo Duarte’s meditations on the metaphysics and ontology of teaching and learning. In Being and Learning he offers an account of learning as an attunement with Being’s dynamic presencing and unconcealment, which Duarte explores as the capacity to respond and attend to the matter that stands before us, or, in Arendtian terms, to love the world, and to be with others in this world. This book of ‘poetic thinking’ is a chronicle of Duarte’s ongoing exploration of the question of Being, a philosophical journey that has been guided primarily through a conversation with Heidegger, and which also includes the voices of Plato, Aristotle, Heraclitus, Nietzsche, as well Lao Tzu and the Buddha, among others. In Being and Learning, Duarte undertakes a ‘phenomenology of the original’: a writing that consciously and conspicuously interrupts the discursive field of work in philosophy of education. As the late Reiner Schurmann described this method: “it recalls the ancient beginnings and it anticipates a new beginning, the possible rise of a new economy among things, words and actions.” Being and Learning is a work of parrhesia: a composition of free thought that disrupts the conventional practice of philosophy of education, and thereby open up gaps and spaces of possibility in the arrangement of words, concepts, and ideas in the field. With this work Eduardo Duarte is initiating new pathways of thinking about education.

In today’s world, obtaining loans from financial institutions has become a very common phenomenon. Every day people apply for loans, for a variety of purposes. But not all the applicants are reliable, and not everyone can be approved. Every year, there are cases where people do not repay the bulk of the loan amount to the bank which results in huge financial loss. The risk associated with making a decision on a loan approval is immense. Hence, the idea of the project is to gather loan data from the lending club website and use machine learning techniques on this data to extract important information and predict if a customer would be able to repay the loan or not. In other words, the goal is to predict if the customer would be a defaulter or not.
