This type of low frequency high impact event puts at stake the health and safety of employees, the viability of the ecosystem, the integrity of the structure, the life and health of populations in neighboring communities and can also massively impact the economic situation of a region. Prevention of major accidents is therefore of utmost importance. Detailed case studies of nine historic major accidents revealed common features in the accidents, although they represent a wide range of individual accident scenarios. Identified common features and recurring patterns were degradation of safety measures, decrease in attention and awareness towards major accident hazards as well as an increase in complacency and resulting management failures. These findings served as the basis for a prevention model specific to major accident hazards in the Oil & Gas industry. The Management of Major Accidents Scenarios model (MOMAS) was designed with special attention to practical application, information availability over long time periods and avoiding degradation of safety systems, in a holistic system approach. The MOMAS model consists of elements fit for application and offers palpable and precise support in performing the individual assessment steps. This was tested by demonstrating the prevention potential of the MOMAS model on three of the case study incidents. It is a commonplace that pollution knows no borders, and that environmental law must allow for cross-border implementation. The European Union specifies this principle in EC directives on integrated pollution prevention and control (IPPC), on environmental impact assessment (EIA), and on the control of major accident hazards involving dangerous substances (Seveso II). This is the first book to investigate from both empirical and normative perspectives the effectiveness of these directives at the national level. It provides by far the most extensive comparative analysis and evaluation of the industrial permitting and inspections, EIA, and major accident prevention in the EU. Offering an in-depth study of the transposition and implementation of EC environmental directives in eight EU member states (Denmark, France, Germany, Italy, the Netherlands, Spain, Sweden, and the United Kingdom), the author who has played a significant role in the formulation of environmental legislation and regulation at both the national (German) and EU levelsand¿provides a stable base for an assessment of the benefits and costs of the integrated approach to environmental protection. Among the factors considered are the following: key features of national constitutional, administraand¬tive, and judicial systems which provide the framework for environand¬mental regulations and their implementation in the eight countries under study; procedures and substantive requirements transposing the IPPC, EIA and Seveso II directives into national laws; and evaluation of national deficiencies and the extent of muddling through. In December 1977 we published the first in this series of NGO-oriented reports on Asia's environment, Ajia Kankyo Hakusho 1997/98. This was published in English by Springer-Verlag as The State o/the Environment in Asia 1999/2000. Although only a few years have passed since then, Asia has seen tumultuous changes in the political, economic, social, environmental, and other domains, as well as a number of prominerit trends that could be regarded as harbingers of the new century. China, for instance, could henceforth decisively affect the evolution of environmental problems not only in Asia, but across the entire globe. Yet Chinese concern for and initiatives on pollution and environmental damage have increased more quickly than could have been anticipated just a few years ago. And on Taiwan, where a Democratic Progressive Party president was elected over the long-ruling Nationalist Party, an attorney who has cooperated with our pollution surveys for a decade, Hsieh Chang-ting, became mayor of Taiwan's largest heavy and chemical industry city of Kaohsiung, where he has begun a "Green Revolution. " On the Ko rean Peninsula, which has for many years endured the division of its people, as well as political and military tensions, there are the beginnings of a new North-South dialog. These changes are all welcome to those of us who wish to see new advances in environmental cooperation throughout Asia.
