The Science and Technology Committee warns that the UK's prominence in astronomy and particle physics, and its ability to attract and inspire the next generation of scientists in these areas, could be at risk if reduced budgets hit the UK's growth prospects, reputation and expertise. Although science did relatively well in the recent Spending Review, funding for astronomy sees a total reduction of 21% over the next four years compared with 2010-11. More starkly, comparing 2014/15 with 2005, spending in astronomy and particle physics will be around 50% lower than its level six years ago. This is worrying, particularly when set against the planned increased investment in science and innovation by the UK's international peers as part of long-term strategies to ensure economic growth. The Science and Technology Facilities Council (STFC) - the research council which funds research and facility development in astronomy, particle physics and nuclear physics - is risking the UK's ability to stay at the forefront of future developments by focusing its astronomy and particle physics programmes into fewer areas. A case in point is the UK's planned withdrawal from all Northern Hemisphere optical and ground based astronomical facilities, which could see UK leadership and competitive advantage being handed over to international peers. The Committee is also highly critical of past STFC strategies, especially its failure to incorporate into policy documents details of the planned withdrawals. The report also addresses the future of the National Schools Observatory and outreach, which is essential to inspire the next generation of scientists.

In this report the Public Administration Select Committee (PASC) calls for a "wiki" approach to policy-making, where public opinion, ideas and contributions are sought and welcome at any and all stages of the policy cycle. The Government should be able to demonstrate that it has adopted this approach alongside ministerial leadership and responsibility for policy and its outcomes. All policy making carries risks: a lack of appetite for participation, disappointment arising from unrealistic expectations and the dominance of vested interests. Government must frankly assess and address these risks in relation to open policy making. Digital technology has a significant role to play in opening up policy-making. Government could and should go further and embrace radical and innovative approaches, making use of existing platforms and technologies, such as Twitter. The success and impact of public engagement in policy-making must be effectively measured. Government must able to demonstrate value for money and improved outcomes with this new approach, particularly in a time of austerity. The Committee says proposals for both "open" and "contestable" policy-making demonstrate that Government recognises the value of public opinion in helping to identify problems and develop solutions. However, for open policy-making to work, it must be a genuine departure from more traditional forms of policy-making, where public engagement has usually only occurred after the Government has already determined a course of action. Care must be taken to ensure that open policy-making processes are not dominated by vested interests or 'the usual suspects' who are aware of policy 'opportunities'.

The coming decades will see giant strides forward in finding earthlike habitable worlds (exoEarths), in understanding the history of star and galaxy formation and evolution, and in teasing out the fundamental physics of the cosmos. * Different astronomical phenomena are typically most prominent in distinct regions of the electromagnetic spectrum: young, dust-enshrouded stars in the far-infrared; older stars and galaxies in visible and near-optical wavelengths; star-forming regions in the ultraviolet, and the million-degree gas of galaxy clusters and black hole accretion disks in X-rays. In addition to spanning the electromagnetic spectrum, the roadmap missions will open a revolutionary new window on the cosmos by detecting gravitational waves, ripples of space-time that emanate from colossal events like the merging of two black holes. These scientific investigations and their enabling space missions are described here in three broad categories of time: the Near-Term Era, defined by missions that are currently flying or planned for the coming decade; the Formative Era, with notional missions (referred to here as "Surveyors") that could be designed and built in the 2020s; and the Visionary Era of technologically advanced missions (referred to as "Mappers") for the 2030s and beyond. The past three decades have seen prodigious advances in astronomy and astrophysics. We have discovered thousands of planets around other stars, revealing a startling diversity of planetary systems and demonstrating that our own solar system is one of many billions across the galaxy. We have mapped the life cycle of stars from their formation in nearby stellar nurseries to their sometimes explosive deaths. We have tallied supermassive black holes weighing millions to billions of times the Sun's mass, finding them in the centers of most big galaxies, where they gorge on gas and stars and blast superheated material into their environments. We have traced the growth and transformation of galaxies from young chaotic shreds a billion years after the Big Bang to the majestic forms they display today. We have established, using precision cosmological measurements, a well-tested account of the Big Bang model's underlying physics. The current picture points to a universe where an early epoch of inflation established uniformity over a vast horizon, where dark matter dominates the gravitational forces that provide the underlying framework of cosmic structure, and where dark energy drives expansion at an ever-accelerating rate.
