The phenomenal new book from the international bestselling author of The Big Short 'The election happened ... And then there was radio silence.' The morning after Trump was elected president, the people who ran the US Department of Energy - an agency that deals with some of the most powerful risks facing humanity - waited to welcome the incoming administration's transition team. Nobody appeared. Across the US government, the same thing happened: nothing. People don't notice when stuff goes right. That is the stuff government does. It manages everything that underpins our lives from funding free school meals, to policing rogue nuclear activity, to predicting extreme weather events. It steps in where private investment fears to tread, innovates and creates knowledge, assesses extreme long-term risk. And now, government is under attack. By its own leaders. In The Fifth Risk, Michael Lewis reveals the combustible cocktail of wilful ignorance and venality that is fuelling the destruction of a country's fabric. All of this, Lewis shows, exposes America and the world to the biggest risk of all. It is what you never learned that might have saved you.

In the New York Times bestselling book The Fifth Risk, Michael Lewis poses this question: "What are the consequences if the people given control over our government have no idea how it works?" All across all government departments, the same story plays out: The Trump appointees were few and far between. Those who showed up for the job were disturbingly uninformed about their new functions and how their workplace operates. Some of them even threw away the briefing books that the staff prepared for them. Lewis takes us to the engine rooms of the government that is under attack by its own leaders. There are unsung heroes - the public servants whose dedication, knowledge and proactivity keep the government machinery going. Lewis finds them and asks these heroes what keeps them up at night. The assistance given to older people to help with the essential activities of their daily lives is one of the key policy responsibilities undergoing an expansion of public converage. Given the extended life-spans of populations across Europe, this pertinent issue is now increasingly in the loop of political reform in all countries, including the UK, Spain, Germany and Sweden. This book offers the most up-to-date analysis of the features and developments of long-term care in Europe. It focuses on countries that have been comparatively less studied, for example, Eastern Europe, Italy, France and Spain, and makes comparisons with reform practices in Germany, the UK, Netherlands and Sweden. Each chapter focuses on a key question in the policy debate in each country and offers a description and analysis of each system.

Over the last two decades, many changes have happened to the social welfare policies of various industrial countries. Citizens have seen their pensions, unemployment benefits, and general healthcare policies shrink as “belt tightening” measures are enforced. But in contrast, long-term care has seen a general growth in public financing, an expansion of beneficiaries, and, more generally, an attempt to define larger social responsibilities and related social rights. The aim of this book is to describe and interpret the changes introduced in long-term care policies in Western Europe. The volume argues that recent reforms have brought about an increasing convergence in LTC policies. Most of the new programs have developed a new general approach to long-term care, based on a better integration of social care and health care. The book explores increasing public support given to family care work (in the past, the family would take care of the elderly or infirm) and increasing growth and recognition of a extended social care market (by which care has shifted from a moral obligation based on family reciprocity to a paid, professional activity). A new social care arrangement has therefore been developing in Western countries, based on a new mix of family obligations, market provision, and public support. In order to understand such changes, this analysis will take into account the social and economical impact of these reforms.

The term 'natural disaster' is often used to refer to natural events such as earthquakes, hurricanes or floods. However, the phrase 'natural disaster' suggests an uncritical acceptance of a deeply engrained ideological and cultural myth. At Risk questions this myth and argues that extreme natural events are not disasters until a vulnerable group of people is exposed. The updated new edition confronts a further ten years of ever more expensive and deadly disasters and discusses disaster not as an aberration, but as a signal failure of mainstream 'development'. Two analytical models are provided as tools for understanding vulnerability. One links remote and distant 'root causes' to 'unsafe conditions' in a 'progression of vulnerability'. The other uses the concepts of 'access' and 'livelihood' to understand why some households are more vulnerable than others. Examining key natural events and incorporating strategies to create a safer world, this revised edition is an important resource for those involved in the fields of environment and development studies.

In this “crisp, engaging, and very smart” (The New York Times Book Review) work, The Washington Post’s Pulitzer Prize–winning book critic digs into books of the Trump era and finds that our response to this presidency often reflects the same polarization, contradictions, and resentments that made it possible. It is an irony of our age that a man who rarely reads has unleashed an onslaught of books about his tenure and his time. Dissections of the white working class. Manifestos of political resistance. Works on identity, gender, and migration. Memoirs on race and protest. Revelations of White House mayhem. Warnings over the future of conservatism, progressivism, and of American democracy itself. As a book critic for The Washington Post, Carlos Lozada has read just about all of them. In What Were We Thinking, he draws on some 150 recent volumes to explore how we understand ourselves in the Trump era. Lozada’s characters are not the president, his advisers, or his antagonists but the political and cultural ideas at play—and at stake—in America. Just as Trump’s election upended the country’s political establishment, it shocked its intellectual class. Though some of the books of the Trump era skillfully illuminate the challenges and transformations the nation faces, too many works are more defensive than incisive, more righteous than right. Lozada offers a provocative argument: Whether written by liberals or conservatives, activists or academics, true believers or harsh critics, the books of Trump’s America are vulnerable to the same failures of imagination that gave us this presidency in the first place. In What Were We Thinking, Lozada’s selections range from bestselling titles to little-known works, from thoroughly reported accounts of the administration to partisan polemics, from meditations on the fate of truth to memoirs about enduring—or enabling—the Trump presidency. He also identifies books that challenge entrenched assumptions and shift our vantage points, the books that best help us make sense of this era. The result is an “elegant yet lacerating” (The Guardian) intellectual history of our time, a work that transcends daily headlines to discern how we got here and how we thought here. What Were We Thinking will help today’s readers understand America, and will help tomorrow’s readers look back and understand us.

This book, by two of the world's leading administrative law scholars, reimagines administrative law as the law of public administration by making its competence the focus of administrative law. Grounded in extensive interdisciplinary, historical, and doctrinal analysis, Fisher and Shapiro show why understanding both the capacity and authority of expert public administration is crucial to ensure the legitimacy and accountability of the administrative state. To address the current precarious state of administrative law, they support a new study of the administrative process by an Attorney Generals Committee on Administrative Procedure leading to a revised Administrative Procedure Act (APA). This book is a must-read for anyone interested in administrative law and its reform.

"All disasters are in some sense man-made." Setting the annus horribilis of 2020 in historical perspective, Niall Ferguson explains why we are getting worse, not better, at handling disasters. Disasters are inherently hard to predict. Pandemics, like earthquakes, wildfires, financial crises. and wars, are not normally distributed; there is no cycle of history to help us anticipate the next catastrophe. But when disaster strikes, we ought to be better prepared than the Romans were when Vesuvius erupted, or medieval Italians when the Black Death struck. We have science on our side, after all. Yet in 2020 the responses of many developed countries, including the United States, to a new virus from China were badly bungled. Why? Why did only a few Asian countries learn the right lessons from SARS and MERS? While populist leaders certainly performed poorly in the face of the COVID-19 pandemic, Niall Ferguson argues that more profound pathologies were at work--pathologies already visible in our responses to earlier disasters. In books going back nearly twenty years, including Colossus, The Great Degeneration, and The Square and the Tower, Ferguson has studied the foibles of modern America, from imperial hubris to bureaucratic sclerosis and online fragmentation. Drawing from multiple disciplines, including economics, cliodynamics, and network science, Doom offers not just a history but a general theory of disasters, showing why our ever more bureaucratic and complex systems are getting worse at handling them. Doom is the lesson of history that this country--indeed the West as a whole--urgently needs to learn, if we want to handle the next crisis better, and to avoid the ultimate doom of irreversible decline.

The detrimental effects of imprisonment have been documented and accepted in most western countries. As a result, alternatives to incarceration have been sought in the effort to reform the penal system. Although during the last thirty years several Nordic official committees have recommended a reduction in the use of jail sentences and an increase in other forms of punishment (i.e. fines and probation) in the hope of decreasing crime and rehabilitating criminals, incarceration rates have been going up in Sweden, Denmark, and Norway. Still, the interest in alternatives to imprisonment continues to grow, but few studies have actually been published that examine their effectiveness.

This fascinating three-thousand-year history of the census traces the making of the modern survey and explores its political power in the age of big data and surveillance. In April 2020, the United States will embark on what has been called "the largest peacetime mobilization in American history": the decennial population census. It is part of a tradition of counting people that goes back at least three millennia and now spans the globe. In The Sum of the People, data scientist Andrew Whitby traces the remarkable history of the census, from ancient China and the Roman Empire, through revolutionary America and Nazi-occupied Europe, to the steps of the Supreme Court. Marvels of democracy, instruments of exclusion, and, at worst, tools of tyranny and genocide, censuses have always profoundly shaped the societies we've built. Today, as we struggle to resist the creep of mass surveillance, the traditional census -- direct and transparent -- may offer the seeds of an alternative.

New York Times Bestseller For those who could read between the lines, the censored news out of China was terrifying. But the president insisted there was nothing to worry about. Fortunately, we are still a nation of skeptics. Fortunately, there are those among us who study pandemics and are willing to look unflinchingly at worst-case scenarios. Michael Lewis’s taut and brilliant nonfiction thriller pits a band of medical visionaries against the wall of ignorance that was the official response of the Trump administration to the outbreak of COVID-19. The characters you will meet in these pages are as fascinating as they are unexpected. A thirteen-year-old girl’s science project on transmission of an airborne pathogen develops into a very grown-up model of disease control. A local public-health officer uses her worm’s-eye view to see what the CDC misses, and reveals great truths about American society. A secret team of dissenting doctors, nicknamed the Wolverines, has everything necessary to fight the pandemic: brilliant backgrounds, world-class labs, prior experience with the pandemic scares of bird flu and swine flu…everything, that is, except official permission to implement their work. Michael Lewis is not shy about calling these people heroes for their refusal to follow directives that they know to be based on misinformation and bad science. Even the internet, as crucial as it is to their exchange of ideas, poses a risk to them. They never know for sure who else might be listening in.

'A highly enjoyable exercise in financial disaster tourism... politically incorrect, often very funny, and shot through with genuine insight' Robert Harris, The Times In this hilarious, fascinating, timely must-read, Michael Lewis reveals the true natures of the countries caught up in - and exacerbating - our boomerang economies, showing how the financial meltdown hit us all in the face. In Greece, infrastructure costs mean it would be cheaper to transport all Greek rail passengers by taxi, and hairdressing is classified as arduous for tax avoidance purposes. In Iceland, Range Rovers frequently explode as owners collect the insurance to pay for them. Ireland saw the entire country put up for sale - to itself, while the Germans expected the whole world to behave like them. But the whole world didn't.
